User of substances

Any natural or legal person, other than the manufacturer, formulator, or importer, who uses a substance, either on its own or in a mixture, during their industrial or professional activities, excluding the final consumer. For the purposes of these standards, this notion is adapted from Regulation (EC) No 1907/2006 (REACH) downstream users.
